trying to configure my windows sever 2008 as a DHCP SERVER to distribute internet access within a local network.

Ok, so first, within you network, do you have any other systems that are acting as DHCP servers? such as your typical internet router? If so, disable that first.

Next, setup the Windows server on your network. Install the DHCP role. If you have an Active Directory Domain Controller, you will need to authorize the DHCP service. After you have completed that step, you can create a DHCp scope with the options you need to include in your IP leases (subnet mask, default gateway, DNS settings).
