Like Is It even possible or true a person can take a websites IP address and insatll It or clone It to his or her modem?

Taking a websites IP and modifying It with his modem

so the modem and the websites IP Matches...

then the person can cause trouble or wreck havor and download a million things which leads the website getting blamed and the person not getting caught.

Is this true or Is It a myth?

You can configure any IP address you wish. It doesn't mean it's going to work. First, most importantly, the IP must be public and routable. Second, it must be configured within the correct subnet.

So because routes and subnets controlled by the provider, no... You cannot clone an IP from another Internet host.
