Will Yahoo Publisher ever be out of beta and let people from outside the US use the programme?

well, in case you hadn't seen the news, Yahoo! created a partnership with Google to start using their ad serving technology within their search results.

Based on that agreement, I can only assume that Yahoo! has no short-term intention of completing the product since they feel it isn't working.
