lost my data when i restarted my pc

My Computer is Dell and i have a Win 7 64 bit PC and when i restart it there are loss of data's both on Local Disk C & D with MentioningSticky Note ....; How Can i Fix This Problem?

Logging to admin denied to delete datas

When im logged in an adminstrator account some folders say that you dont currently have permission to access this folder.How can i get to delete it?
