Link bleeding was once a concern optimisers had whenever they would supply a link to an external web page. It was thought that outgoing links would somehow cause for your web page to be devalued in Google PageRank (losing link juice). This theory fell aside to a new one which implied that lightly linking to external relevant web pages increases PR and therefore ranking.

link bleeding might refer to the PR lose on the linking pages when they don't use nofollow attributes to prevent this from happening.
