Hello! I'm a web developer who is taking on the creation of a desktop application as a side project. I need to hire someone to cerate the application. Knowing little, I want to make sure I'm choosing the right developer and language. All I know about Java is that it supposedly rus on a "virtual machine" which seems like it could create an additional set of issues in itself. We need the application to launch like any other application does (such as Photoshop, Microsoft Word, etc.).

Do I look for a programmer who works in C or in Java? Or does it matter?

Any advice in this is greatly appreciated.

It really depends on what the application is going to do. One thing I would ask is why are you trying to force the choice of language on your developer when you seem too ignorant of the issues to make a wise choice? A good developer will choose the right language based on the needs of your application.

Not necessarily. Java can be compiled to native machine code just like C.
