Yes, everybody has that money to buy expensive Dreamweaver...
Beside if you start with IDE at your basics steps you will relay on it to much and will not able to debug your simple code.
No learn language first and then pick up some IDE to use; and DW is not only one...

Prefer linux operating system.
Linux has everything installed from the scratch, has many development environments, its stable and expandable.
You need to learn php coding language and mysql for database management.
If you only want to learn a few php commands, try using a cms system like joomla. (www.joomla.org)
