I need to implement my image retrieval project on a web-based. I would like to know if there are any good tutorials on creating image thumnails?

Just a few results from google there was tens more.
All of them utilize the GD library, your host should have it on but if you run apache on your machine for development you will have to enable it as it's on on by default.
