So apparently every copy of windows comes pre-installed with a command-line ftp client that can be started by running 'ftp'. However, on the computer I actually need to use this command on, I seem to be missing the client because when I try to do this I receive an error message telling me that ftp is not a recognized command. Is there a service or something that I can start to enable the ftp client?

I'm not sure this is in the right forum, but search your hard drive for the ftp.exe file. If it doesn't run automatically from your command prompt, the directory it's in might not be in your %PATH% variable.
