Create asp.net data table from another asp.net data table

I have one asp.net table.I have attached it here.I have to make another table from this table.The format of the needed table is also attached.

How can I do it?please help me to solve it.

set the Ruleid as Primary Key in 1st table and create a Forgien Key relation in 2nd table, then both table will relate with each other, and you can insert the values in 2nd table.
