The best place to get started with rails is by downloading the codebase from http://www.rubyonrails.com and picking up a rails book such as AGile Web Development with Rails, I highly recommend this book.
The third edition is just coming out and is available on pre-order here, or get the 2nd edition from amazon here
It is not essential to learn Ruby, as long as you have some basic understanding of programming, you will be fine just jumping straight in to rails.
