Mysql time display problem

i have table users in my database))the host of my website is in US and i am currently leaving in Russia.
so when i display date/time in web page it shows time as if i am in US also my clients in different countries they are experiencing the same problem.\
the date field am saving as TIMESTAMP

$date=row['date'];//$date='2009-08-29 01:09:28';
echo"$date";//this will show correct date and time but wit referrence to US

PLEASE I NEED HELP HOW TO CONVERT THIS ACCORDING TO LOCATION OF CLIENTS/COUNTRIES.
