i have image templates of the mobile app i want to develop, is there anyway to turn these into a html5 app without any processing

i want to build the app incrementally so right now since i know html & css i paid someone to design visual representation of the app as image templates.
i am still designing the html5 app workflow no processing but just thought there was a app tool that could do it for me
