You can try freelance sites like Upwork or Toptal to hire a freelance developer to write this for you. Upwork is probably a better fit if you're looking for a web-based app, but it seems as if that's not the case here, so give Toptal a try. However, it's going to be costly depending on the functionality and requirements of your app.
