Animation software library

Hello,
i am interested in creating a graphics library which can be used in animations and stuff like that. What knowledge does it demand?
Can someone help me in this regard.

Here's how I do it:

- database - folders and subfolders
- viewing - ACDSee - Simple and versatile
- editing - my weapon of choice is corel photo-paint. Occasional Adobe Photoshop
- lots and lots of time and patience to get the work done.
