I am trying to develop content in my niche directory (Dallas Fort Worth and Texas links). What should I do to get foot traffic across my directory? I have a budget of $90 per month and an Adwords account. I can't seem to get people to drop a link in my directory. Are there resources I am unaware of?

Well, I think you should target the country, state and the metropolian cities as geotargeted on Google AdWords. I have seen some ads are also geotargeted to match country and language.
