I don't know I read about it. I can't really give you an opinion on guest blogging. It's a iffy/iffy or 50/50 or good/bad.

I have no idea about that? If you are talking about this type of blog site http://www.techmagz.com/essentials-of-a-web-development-company/ so according to my experiance. it will good for website.

The esiest way is to check PR of the backlinks. If the PR is high I mean 3+ then you can use the guest posting sites. Also check alexa rank and Moz ranks too. If all are good enough then you are really encouraged to use guest posting sites.
