My daughter's emachine monster 600 computer has been hooked up to two different monitors (the one that came with it, and now a flat panel LCD), and both of them have the same problem. There are horizontal "bars" of lightly shaded gray, alternating with normal looking areas, no matter what the application. Is it the video card maybe?

It sounds like it... either that, or you have some major magnetic interference near to your computer. Can you try the computer in another room?
