My MIL's pc is on the fritz. A program named ANTISPYWARE XP has locked her entire system down. I installed Advanced System Care & got this Hijack report. I have attached it for review. Any help with this would be appreciated. Thanks in advance!!! =)

By installing that Advanced SystemCare 3 you have compounded the problem it's own website is untrusted and it certainly is NOT going to remove ANTISPYWARE XP.
Another thing this HiJack report it uses is not the legitimate HiJackThis program from Trend Micro. Uninstall it ASAP.
There also is at least ONE P2P program on there, autostarting and running all the time. Please see this #1 step from our Read Me Sticky:

Please Uninstall or Disable any P2P (peer-to-peer) programs on the infected computer before posting in this forum. Rather than write a long piece on the dangers of P2P, I’m just going to say this:

P2P software circumvents common-sense security measures and opens a user’s computer to a world of hurt.
Our regular volunteers time is valuable and most are not willing to waste it on a machine that is almost certain to be reinfected in short order.
So, please remove or disable all P2P software for the duration of the cleaning process. Failure to do so may result in your thread being ignored.

There is one listing in that log for Symantec/Norton but it doesn't appear to be actively running on the computer. Has it been removed? If so then why hasn't it been replaced?

I would like you, after those removals, to download and run the Legitimate HiJackThis program. You can download it HERE
I would like to see two logs generated by this program, first a System Scan log and also I would like to see an Uninstall list.
To get the Uninstall list do the following:
Start HijackThis
Click on the Misc Tools button
Click on the Open Uninstall Manager button.
Click on the Save list... button and specify where you would like to save this file. When you press Save button a notepad will open with the contents of that file. Simply copy and paste the contents of that notepad into a reply along with that system scan log.
