How to file share my external HD connected to my Raspberry Pi through LAMP

Hello there, i wonder if anyone can help me, i needed to build a program, either file server hosted on my Pi or a build a FTP that can read whatever is on my Pi. Can u guys tell me Which one is more doable? I have LAMP all set and running, i have an account on noIP and all works, the only problem is that i dont know if it is doable with just PHP. Or if coding a FTP program wiuld be easier.
