' @ ' and ' " ' keys reversed

i have my regional setting as uk.
when i go into regional settings/languages and click details, nothing happens. also the language bar will not start from the taskbar.
any help appreciated.

I didn't find anything on this after a brief search.
How about a System Restore?

i'm hoping there is a quick fix. i turned off sys restore to save space :(

i have run spyware stuff, and now trying system mechanic.

i think it is stuck as a us keyboard as there is no pound sign
