It used to work now the message I get is: Internet explorer cannot download. No such interface supported.

The simple solution may just be re-install IE im guessing its IE7, should fix it

Another possibility is that the target is a kind of file IE doesn't know how to save.

Some websites are getting too selfish, encoding their materials so they can't be saved.

I had that happen once to me. It turned out to be a crazy IE add-on that I added sometime back that was interfering with IE.
Try disabling your IE add-ons...its under tools...manage add-ons

I too advice you for a fresh install. Also, Check registry files, make sure they aren't corrupt. Make sure you've defragged your disk and checked the disc for errors
