how can I get the active desktop to work again? Cannot get anything done.

If you restart your PC, windows will show you a message displayed on your background right? Just select the restore active desktop option on your background, it should go back to normal if nothing is wrong or you could get a fatal error and probably restart again, then the actual fault/root/cause can be discovered as windows comes up with a Send/Don't send message.
