we are on windows 2003 and have got 10 domain controllers in our network. the problem is if a DC is offline, local users to that DC wont be able to log on or being authenticated. Also everydayat about 1530hrs domains users will ot be able to sign on to windows upto until about 1800hrs, they can only be able to sign on after you restart the primary domain controller

You should check to make sure that backup procedures are not scheduled for that time. If they are, you should change the time that the DC does its backups to a time where users are not trying to log in (as much). Also, are your users specific to any one particular DC? are you running multiple domains in the same forest? or is it just one domain with 10 DCs?
