I have two partitions on my hdd one says 20 gb and the other says 8 gb and I have a 30GB HDD. Is there anyway I can combine these two partitions to make a full 30gb?

keep in mind the fact that there is no way you will see exactly 30gb, it will be around 30 (i.e. 28gb or 31gb)

That may be a recovery or other critical partition.
Don't delete it until you know what it is.
