I am using windows 98 When am using explorer and click a link that stays within the same page the box shows up but nothing happens including windows updates.
I have tried to re-install it numerous times.
I gave in and downloaded netscape but hate it HELPPPPP.
Can some one tell me what might be wrong.

Well, you should definately give mozilla firefox a try. I like mozilla's products a lot more than micrsoft's or netscape's simply because mozilla's products are soooo fast, yet its quickness doesn't compensate for a lack of features.
