Does it spin when you're starting up your computer? If not, it's probably a hardware-related problem, that you can't fix by yourself.

technically speaking if you description is accurate,it because it a cdrom and you need a dvdrom to read dvd .now im sure you didnt mean a cdrom ,and you do have a dvdrom drive correct .then you have a bad dvdrom ,does it show in mycomputer ,if so cant you right click on it and choose open
