You do not need any type of academic degree to pursue a Cisco or any other vendor's certifications. You simply need to take the exams. Information about their certification program can be found on their website.

To successfully pass these certification exams, there is quite a bit of study and practice that should be done so that you can build the knowledge required.

No anyone can do them. They start off with the basics (I'm 1/4 through a CCMA at the local college, Im an undergrad)
