Ok, there are several reasons for this.
1) you do not have TCP/IP installed (unlikely, but possible)
2) your system path was changed
3) you deleted ipconfig.exe from the hard drive (unlikely)
Try this, open a command prompt.
Start on the root of C: (CD\ hit enter
Navigate to "C:\Windows\System32" (CD \Windows\System32\ hit enter)
Then type ipconfig hit enter
If it runs, then ipconfig.exe is there and your system path was changed.
if its not in the directory, it was deleted, or you do not have TCP/IP installed.
