Yes.

If I had to do this, I would
- download VS2008 PRO (90 day trial).
- click project->new->mobile app->windows mobile
- start creating the keyboard

In the SDK sample I got one sample program.
D:\Program Files\Windows Mobile 5 SDK\Samples\PocketPC\CPP\ATL\dvoraksip
This creates a custom input panel. If anyone is interested, can go through it.
