Is procedural animation the same as tweening? I have looked on the net but get different answers.

procedural animation is a (programming)technique to allow for better animation then predefined animation would.
while tweening is more eye-candy / an effect.

Which is beter for more realistic movements?

It's sort of comparing apples to pears. You could use a combination for optimal effect. But perhaps you should ask this question in the game-development forum. You'll have a better change of getting a usefull answer there, then from me :)
