which framework /tools/IDE to download.

or books ..

what other basic language needed to learn
like to learn c++ background of c

Good point is always start from provider web site
Spring (or this), Struts, Hibernate ( at present time under maintenance)

IntelliJ IDEA, NetBeans, Eclipse and other. Either they have direct in build support or you only need to download plugin
