So far as I'm concerned this is not possible. SIS files are for Symbian devices written in shrewd C++ of Symbian, where JAR is way to distribute Java Microedition files for any Java enabled devices.

I don't think it is possible to convert a file from sis to jar.
.jar file - designed for Java
.sis file - designed for EPOC
It's like asking how do I convert a exe file to work on a Mac.
Never tried it but it doesn't seem possible to me.
