convert jpg to a bin/hex file and back to jpg

so i need some direction in c++ for grabbing a jpg file sending it to a text file that i can edit to manipulate pixels and send back to a jpg... i have been googling for some time and im having a hard time...

just some direction will do.. cuz i am stumped...

i am on the path of bitmaps right now... and some one mentioned fopen or something im going to google that as well

So do you want to load .bmp or .jpeg? Wiki has a good description of reading in .bmp and .jpeg. All you need to do is follow the psuedo code.
