Event after database insertion

I have a question about , if there is possibility , to prepare event , after an insertion in database is done , and how ? , using MySQLdb for python and MySQL .

Your program inserts something into a database. You can do anything after that...

Hello slate,
I am sorry because i didn't explain good , i explain to you with an example :
using a server application , with two users , one of them just see datas from the application , and the the other inserts datas , so i just want that when this last one insert data , a message appear to the first one , like something waiting changes in database to do an event ... I hope you can understand the question .
