My question is that in phpBB3
how can we give administrator or moderater to moderate all the post in forums ?

Administration Control Panel -> Permissions -> Forum' permissions -> select the forum you want the settings to be applied to -> select the group of which you want to approve/disapprove/edit posts (probably "Registered users") -> set "Role" to "On Moderation Queue"
