I would use a Regular Expression:

{ return   REFindNoCase("^(((https?:|ftp:|gopher:)\/\/))[-[:alnum:]\?%,\.\/&##!@:=\+~_]+[A-Za-z0-9\/]$",x) NEQ 0;
