I have an rss feed on one of my servers, that changes constantly, however I think that it is been caches somewhere down stream, is their any way I can stop it from been cached?

It all depends where it's getting cached. It could be through a web proxy cache like Squid. Unless you specify an expiration date when the feed is retrieved the the proxy cache / browser will fetch the cached version.
