Somebody please suggest a robust development framework that is open source, easy to use, scalable, easy to make web based application. I have a lot of tables in my database. And speed is very important. I was thinking of something on the linesof CakePhp or Ruby on rails. Please give your suggestions...

I have decided to go with CodeIgniter and PostGreSql.
I have no experience using either. Earlier when i used to use CakePhp i used a wamp server for the development !!!
What should i follow for CI and PGSQL ???
