If the latter, you may find 'mobile first responsive design', 'grid systems', jquery mobile useful.
Not much to do with php/mysql though, but you may wish to streamline/reduce your server calls when designing for mob. Mostly you'll be getting stuck into CSS and some related js, I would imagine.
