If you are login as a user and admin disabled it...the answer is no.

Just to reinforce what Starfireone said, your administrator has restricted you in what you can do on the computer and without logging in as administrator and giving you more control, as he said, no.

are you on a network at home or at a work network,if not them maybe malware/trojan has disabled it
