cannot create new limited users

My computer has 3 different administrator users. Whenever I try to add a new limited user, windows does not allow it, stating:

"Windows cannot log you on because your profile cannot be loaded. Check that you are connected to the network, or that your network is functioning correctly. If this problem persists, contact your network administrator."

My computer is a stand alone.
How can I fix the problem? I suspect it has something to do with my default user profile.
By the way, I cannot add new administrators either.

It sounds as if your PC thinks that it's in a domain. If so, put it back in a workgroup. Control Panel-> System-> Computer Name.

Possibly a problem with the User Profile Hive that sometimes doesnt free resources.
