Hi,If you are using winxp go to run ,type in SFC /Scannow ,to try a system file repair .
if you are using win2000 or win98 just type in SFC,you may be asked to incert the windows cd .
If you can get online do the following
........................
Run at least 2 of these !
http://housecall.trendmicro.com/
http://www.kaspersky.com/scanforvirus.html
http://www.pandasoftware.com/activescan/com/activescan_principal.htm
http://www.ravantivirus.com/scan/
http://www.bitdefender.com/scan/licence.php

i think you are infected with virus that infects executable files (.exe file extensions) disabling you from running any of it. try scanning at http://housecall.trendmicro.com as said earlier by caperjack, but i doubt that you could run iexplore.exe

try running your pc in safe mode(press F8 during restart) first before doing any virus or spyware scans. if there is really no other way of running any files on your hard disk, then i suggest you seek help from any of your friends who is willing to help you scan your hard disk using their computer for viruses.

REMEMBER to set your jumper to Slave and ensure your friends hard disk jumper is on Master before connecting it to your friends pc.
