to work with some software i download a notepad file from russian websites
but when i want to open it and read i see illegible content like the below image
how can i convert these text to russian language like this
"Русски гражданский шрифт"
what should i do?

If not there are sites on the net that will translate for you but I don't know that they will be able to help here.

the solution you said doesn't work however i find the true solution
we should change the display language not keyboard language
controlpanel>regional>advance..
