Wallpaper disapear and startpages in IE are empty after rebooting PC With Windows 7.

The file for the wallpaper might be missing and don't use IE. Use nightly or chrome.

When you say reboot do you actually mean re-install? If so, have you checked the condition of your hard drive? A failing hard drive can cause data loss and cause things to disapear"!
