Ok... I know that this is probably a stupid question.. but does VS2010 have a built in C# dev enviroment... I looked and looked, then googled and googled and I can't find if it does or not....
btw I'm using the free profesion student edition from https://www.dreamspark.com/ if that's any hel (https://www.dreamspark.com/Products/Product.aspx?ProductId=25 to be exact)

Create a new project, expand the options until you find C#, select a Windows Forms Application and get to it.

VS2010 has C# just like previous VS versions have had. The same should be with Student Edition. Mine is free Express Edition and it has VB, C#, C++ and WebDev.

Check that you have installed all components from the DVD disk and the installation folder has a "Microsoft Visual C# 2010" (or similar name) folder.

Don't no about the VS 2010 Express version but in the Pro version you can program in Visual Basic, C#, C++ and even F#.
