missing an "end" if?

Yup. Missing a close bracket (}) around line 26-27

Now after I add that closing bracket it says: Parse error: syntax error, unexpected $end in /home1/skywestv/public_html/www.flyboeingva.org/lib/skins/fbva_custom/core_navigation.tpl on line 66

You need to go through the whole code and ensure that your braces are balanced. Check that all php lines end in a semicolon too - these are the usual culprits.

A decent IDE should flag up these issues before you run the code.
