Can any one tell me ? which framework is easy to learn and configure. And Which one is best codeIgniter or Zend or CakePHP or any other?

Easy = CI. Possibly CakePHP, although never used it.
Zend is not so easy IMO.
Laravel quite cool, but depends on your level of expertise, like all of them.
