Can anyone even begin to direct in me which direction to go as to where to begin on why my business t1 would continually be going up and down over the past 24 hours?

What device(s) are you using?
What are you using your T1 for?

I am not sure what you mean about the configurations...but powerlink for internet.

Call your ISP and have them monitor your smart jack. That will indicate the point of failure as their network or on your site.
