Help and Support is missing

when i try to start the Help/support i get the message it is not turned on.It is not listed in the Services in mscconfig.microsoft help and support not very very if you know what i mean

put this "services.msc " without the " in to start/run and you should find it in services .double click it to set to automatic

now i get an error message Windows cannot find 'helpctr.exe.

if it's not listed in the registry and cannot be found on the pc you have to do a repair install. do you have a windows XP cd

try a sfc /scannow in run first .
